    The Department of Justice has proposed a new set of regulations on movie theatres regarding the visually and hearing impaired - making it a requirement for cinemas to offer closed captioning and audio description of films.

    The Dept. of Justice wants to amend the Americans With Disabilities Act and seeks to require all digitally equipped cinemas (mainly all operating cinemas) to comply with the new regulations within six months after the rules are finalized.  It appears Congress is in agreement with the Dept. of Justice. - although the DoJ says it has the authority to amend the rules on its own.

    Under the proposed rules, captions would be delivered directly to the seat in the manner only visible to the requesting patron. For a blind or low vision patron, an audio description (a narrative of the movie) is transmitted via a wireless headset which allows for listening of the narrative.
